HAKILI Budget Responsiveness and Transparency Index
Assessing both the transparency of the budget information published by African states and the responsiveness of their public finances.
Methodology established
The HAKILI Budget Responsiveness and Transparency Index brings together two questions that existing assessments usually treat separately. While transparency tells us what published budget documents allow citizens to know, responsiveness asks whether public spending follows the priorities announced by the authorities.
Scoring relies on a standardised tool that applies to the fifty-four (54) member states of the African Union, producing results that can be compared from one country to another and from one budget year to the next.
