The Institute’s 2026⁠-⁠2029 programme is organised around four complementary programmes, ranging from the analysis of applicable law to the public discussion of findings.

Programme 1

Legal knowledge

Making the law readable and open to debate

This programme covers the analysis of and commentary on applicable law, in particular the law of extractive industries, public finance law and institutional law, so that practitioners, administrations and citizens have a reliable reading of the rules in force, how they fit together and where they fall short.

Typical outputs

  • Commentaries on key legal texts, such as the local content regime established by Law No. 2023-041 of 29 August 2023
  • Scholarly articles published in peer-reviewed journals
  • Analyses of newly adopted texts and their implementing measures

Programme 2

Governance and accountability studies

Documenting how institutions actually work

The Institute’s studies document how the institutions in charge of public resources actually operate, whether revenue authorities, mining administrations or oversight bodies, by systematically comparing what the texts provide with what stakeholders observe in practice.

Typical outputs

  • Analytical notes based on public data, such as the note “Mali’s invisible gold” on mirror statistics for artisanal gold
  • Studies on the allocation of powers between public bodies
  • Surveys of institutional stakeholders and civil society

Indices and barometers

Measuring to compare over time and across countries

The Institute builds measurement instruments with explicit methodologies, which make it possible to track over time and compare across countries democratic resilience, budget transparency, the sincerity of international commitments towards Africa and the implementation of peace and reconciliation policies.

Publication and debate

Putting findings up for public discussion

Findings are published in open access and brought into public debate through conferences, seminars and presentations, so that they can inform public decision-making and feed the dialogue between institutions, researchers and citizens.
